Utility Fees
Begin New Service
When starting utility services, a non-refundable service fee of $30 is required to be paid when you come in the office. When service is terminated and no longer billed for services, a service fee of $30 will be applied to the final bill.Water Service
The minimum charge is $20.83 for the first 200 cubic feet* of water used. Service over the minimum is $7.02 per 100 cubic feet.
Sales Tax: 8.5% sales tax is charged to Commercial Customers on water only.
*100 cubic feet of water is approximately 750 gallons
Kansas Water Plan
Kansas State Legislature implemented this fee to assure an ample future water supply. The charge is $0.023938 per 100 cubic feet of water used. This fee is charged to you each month and remitted to the State of Kansas.
Sewer Service
The minimum charge is $44.40 for the first 300 cubic feet, plus $11.43 per 100 cubic feet in excess of the minimum.
- Residential consumption is based on the average winter water usage, calculated on an annual basis. It will be reflected on your April usage billing.
- Commercial consumption is based on current water consumption.

Trash Service
Residents are charged $24.37 per month for weekly trash service. Each residence is provided with up to two roll-out trash carts. The carts remain City property and are issued to your address. The containers are to be placed at the curb in front of your residence on your designated pickup day. For more information, please call the Newton Sanitation Division at (316) 284-6070.
Bills
Utility services are billed on a monthly basis. Depending on location, this will be the 1st or 15th of each month. Payment is due 20 days from the bill date and is considered delinquent on the 21st date after billing date. A Delinquent Notice is then mailed out and should be acted on immediately if received. A late charge is added to the account in delinquency status and this whole amount must be received in our office by 5 p.m. on the date that was stated on the delinquency notice, or service will be disconnected. If service is disconnected, the full amount due on the account plus a $60.00 disconnect/reconnect charge is required to be paid before service will be restored.
Payment Methods
Bank Draft Program:
Your bill is automatically paid by bank draft on the due date each month. You will still receive a utility statement each month showing your current usage and the amount that will be drafted.
In Person:
You may pay your bill at Newton City Hall during business hours of 7:30 a.m-5:30 p.m. Monday-Thursday and 8 a.m.-noon Friday, unless otherwise posted. Cash, check or debit/credit cards are accepted.
By Mail:
Mail the remittance stub along with your payment in the envelope provided.
Drop Box:
The drop box is located at the northwest corner entrance to City Hall, 201 E. 6th St., Newton. Payments placed in the drop box after 8 a.m. weekdays are not credited to the utility account until the next business day.
By Phone:
You may call 1-877-333-0820 and make your credit card payment through the Automated Phone Payment service. Please have your account number and address available.
Online Payments:
City of Newton utility bill payments are available online using your Visa or MasterCard. To make your payment, you will need the following information:
1. Account number
2. Last payment made on your account
Payments received after 5 p.m. will be posted on the next day's business.
If your account has been disconnected for non-payment, please call 316-284-6007 or come into the office at 201 E. Sixth to make your payment.
PLEASE NOTE: Online transactions will be charged a $1 fee, and phone transactions will be charged a $1.25 fee. The City will absorb the other processing fees charged by credit card companies. To avoid a transaction fee, customers may pay by check, cash, or sign up for auto-pay by bank draft.
Payment Assistance
If you need assistance in paying your utility bill, please contact our Customer Service Department at 316-284-6007 from 7:30 a.m-5:30 p.m. Monday-Thursday or 8 a.m.-noon Friday. A list of agencies will be given to you for assistance.
Utility Assistance for Low-Income Seniors
The City supports low-income senior citizens with a one-time utility assistance credit of $100. To qualify, you must be 65 years old or older, with a demonstrated financial need. Customers are eligible to receive the credit once per year.
To demonstrate need, you may use proof of Medicaid enrollment, Supplemental Nutrition Assistance Program (SNAP), Temporary Assistance for Needy Families (TANF), a child in your care that receives free/reduced price lunch, or other income documentation.
Applications should be printed, signed, and turned in to the Utility Billing Office at City Hall.
