The City of Newton has established a variety of employee benefit programs designed to assist employees and their eligible dependents in meeting the financial burdens that can result from illness, disability, and death, and to help employees plan for retirement, deal with job related or personal problems, and enhance their job-related skills.
Specifically, the City offers employee benefit programs such as vacation and sick leave; paid holidays; a longevity pay plan; health and dental insurance; flexible benefits; life insurance plans; a wellness program with membership to the Newton Wellness Center or YMCA; training and professional development; retirement benefits; and more.
Leave
Employees classified as Exempt, Regular, PD-Shift, Fire/EMS Shift, and Part-Time are eligible to accrue Vacation and Sick Leave.
Vacation Leave
Employees accrue bi-weekly based on their number of years of service.
Sick Leave
Employees working 36-40 hours per week accrue 4 hours of sick leave bi-weekly, to a maximum amount of 720 hours. Fire/EMS is allowed to accrue a maximum of 1,080 hours.
Holidays
The City provides 12 paid holidays.
Benefits
Medical Insurance
Health insurance is provided through the City of Newton's Blue Cross Blue Shield of Kansas self-funded insurance plan and prescription plan, and Dental insurance is provided through Delta Dental of Kansas. Coverage for these plans begins the first day of the calendar month following the first day of employment. Rates vary based on coverage selection and participation in the City’s wellness program. Tiers offered include Employee, Employee + Spouse, Employee + Child(ren), and Employee + Family. Our High-Deductible Health Plan qualifies for a Health Savings Account.
The Transparency in Coverage (TiC) rule includes several new laws, one of which is the requirement that insurers and health plans make certain machine-readable files publicly available:
- The In-Network Rate File – All applicable rates paid to in-network providers for all covered items and services (including negotiated rates, underlying fee schedules, etc.);
- The Allowed Amount File – Billed charges and allowed amounts for covered items and services provided by out-of-network providers; and
- The Prescription Drug File – Negotiated rates and historical prices for prescription drugs furnished by in-network providers. – this file has been delayed indefinitely.
These files are not meant for plan participants and the law does not require member notification. Rather, the machine-readable files are formatted to allow researchers, regulators, and application developers to access and analyze data more easily.
Retirement
The City provides Kansas Public Employer’s Retirement System (KPERS) and Kansas Police and Fire (KP&F) Retirement Programs.
Deferred Compensation
Optional retirement savings program through the KPERS 457 Plan program is available to employees.
Performance Pay Increases
Employees have an opportunity for a merit increase based on annual performance reviews.
Life Insurance
The City provides full-time employees with Group Life and Accidental Death and Dismemberment. Life insurance in the amount of 150% of the employee’s annual salary is also provided through KPERS and KP&F.
Optional Group Life Insurance
Optional group life insurance is available to employees for themselves, and/or spouse/children provided through KPERS.
Other Optional Insurance
Additional optional insurance is available to employees: cancer, accident, short-term disability, and other plans (AFLAC).
Employee Assistance Program (EAP)
The EAP provides confidential, professional consultation for assistance in resolving personal issues. This free service is available to full- and regular part-time employees beginning on their first day of employment. Employees may voluntarily seek the services of the EAP as needed. Provided by EMPAC.
Flexible Spending Accounts
Full time employees are eligible to participate in Medical and Dependent Care Spending Accounts.
Professional Development
Opportunities to participate in City-sponsored Safety, Wellness and Benefits training.
Longevity Pay
Subject to availability of funds by the governing body in any given year. Paid out annually the day before Thanksgiving.

In general, members of an immediate family, extended family or a significant other shall not be employed to supervise each other. Definitions of the above include: grandparent, parent, sibling, spouse, child, grandchild, great-grandparent, great-grand child, aunt, uncle, niece, nephew. These include adopted, legal guardian, step, and in-law relationships of the same character.
