Neighborhood Revitalization Program
This program makes tax rebates available for home or business property improvements. If you are building a new structure or making significant improvements to residential, commercial or industrial property, your project may be eligible for the Neighborhood Revitalization Program (NRP).
The NRP is a way to receive up to a 10-year rebate on the increased property taxes paid as a result of new construction or rehabilitation projects. Eligible commercial and residential properties could receive up to a 100% rebate.
Applications can be obtained from the Office of Revitalization and Preservation, third floor of City Hall, or can be downloaded below. Part 1 of the application must be submitted along with your building permit, before the project begins, to be eligible. Rehabilitation Rebate Program
This rebate program is to further revitalization efforts in Newton's older neighborhoods. The City will rebate up to 50% of the cost of materials up to $1,000 for painting or guttering work on homes within the Neighborhood Revitalization Program boundaries.
Work must be completed and receipts submitted with your application.
If there is a waiting list, priority will go to homes on a main arterial street (Main, First or Broadway), owner-occupied homes, historic homes, low-income homeowners, senior citizens, and first-time homebuyers.
Applications should be printed, signed, and submitted to the Office of Revitalization & Preservation at Newton City Hall or hp@newtonkansas.com.

The Harvey County Economic Development Council has access to resources and incentives for qualifying businesses and industries in the Harvey County area. These may be a combination of local and state resources.
Kansas Small Business Development Center
The Kansas Small Business Development Center offers no-cost advising to help you launch or grow your business. They also offer over 100 training events each year to support you with all aspects of your business. The Development Center is located at the WSU Metropolitan Complex, near 29th and Oliver in Wichita.
