In the 2024 budget, the City provided funding to the following external agencies:
Newton Public Library
Newton Public Library is an independent taxing entity, with its mill levy levied on its behalf by the City. About 86% of the library's funding comes from this mill levy. The City owns the building and park that houses the library and helped to pay for construction of the new library that was completed in 2024.

Harvey County Economic Development
The City of Newton (along with Harvey County and the other cities within the county) funds Harvey County Economic Development for the purpose of marketing the City for industrial growth, recruiting new businesses to locate in the city, and maintaining existing local companies.

Newton Area Chamber of Commerce
The City contracts with the Newton Area Chamber of Commerce to provide downtown events, promotions, and marketing to enhance the economic vitality of the downtown district.

Caring Hands Humane Society
The City funds Caring Hands Humane Society as a partnership with Newton Animal Control. Caring Hands operates the local animal shelter where stray pets and other animals are housed, as well as bite holds ordered by Animal Control. If Caring Hands did not exist, the City would have to find a different partnership or run its own animal shelter.

Health Ministries Clinic
Health Ministries provides medical, dental, and behavioral health care services with a sliding fee scale, helping to serve the uninsured and under-insured in Newton. This greater access to care has been shown to lessen dependence on the City's ambulance services for primary health care.

Newton Area Senior Center
The mission of Newton Area Senior Center is to provide a facility, organization and direction where seniors come to participate in physical, educational, and social activities.
